E-Bikes and Mobility Scooters

Electric Bikes & E Scooter storage can pose unacceptable health and safety risks (including fire safety risks) because they are a potential source of ignition and their involvement in a fire can be fatal. Under-stairs spaces & communal landings must not be used to store these items as they compromise the means of escape in the event of a fire. No alterations can be made to the communal areas, a customer’s home or other spaces within a development without written consent from the Association. 

It is the responsibility of the tenant to ensure the following:

  • Electric bikes, scooters, batteries and chargers are purchased from reputable suppliers and should meet the relevant British or European safety Standards.
  • Batteries are checked regularly for signs of damage.
  • Products are registered with the manufacturer to ensure that you are contacted should there be any recalls or safety information issued. 
  • Electric bikes, scooters, batteries and chargers should be stored safely, and they should not be stored or left in escape routes, communal areas, and batteries should be stored in a cool place and in line with manufacturer's instructions. 
  • Electric bikes, e-scooters and batteries should be kept away from combustible or flammable materials.
  • The following safe charger practices should be followed:
    • Unplugging chargers when charging is finished.
    • Not charging while users are asleep or away from their home.
    • Using manufacturers approved chargers that are in good condition.
    • Ensuring items are not covered when charging.
  • Batteries are checked regularly for signs of damage.
  • Batteries are disposed of safely. 

The owner of the e bike or scooter has the responsibility to ensure they comply with the use of invalid carriages on highways regulations 1988. This includes registering all class 3 vehicles with DVLA for road use.
